how do I sync Family vaults with 1Password 4 for Windows 7?
I can't find any option to add Family vaults to 1Password on Windows7

You simply cant. You and many others are anxiously awaiting word of an update for the Windows Desktop version, which agilebits has kept in the stone age while they've prioritized Mac and Windows 10 "app" versions of 1password. They have made vague mentions of a possible update to the Windows Desktop versions in the future, but they have been unwilling to share anything in the way of a timeline thus far. Your only option is to load up your vault in a web browser and retrieve passwords you need manually.

@steve_rainville: Indeed, the 1Password for Windows desktop app does not yet support 1Password Families/Teams. We don't have a release date for that, but we're working on it to support Windows 7 and 8 in addition to 10.
