Do suspended users count toward total?

If I have a subscription for 15 users, and I have 18 users, but 3 of them are suspended, am I still within my 15 user limit?

    @davehannon: Thanks for getting in touch! Suspended users are still part of the plan. You'll need to delete them in order for them to not be part of the plan, and therefore billed. I hope this helps. Be sure to let me know if you have any other questions! :)
