Passwords not syncing across devices

All Macs/IOS devices on current version, latest subscription. One Mac has not been turned on for a few months. Turned on and need to update iCloud password -- but 1password is not reflecting the latest password -- hence can't get into any apple accounts.]

Tried to download 1password troubleshooting utility and the link is inaccessible.

    Wherever 11password defaults to / I think their proprietary cloud but I’ve not made any changes to their defaults

    There is no "default" data location, so we would like to confirm where your data is synced before we can help you investigate the sync issue.
