I just ran into this with 1PW 8 80700090, on BETA channel, Safari Extention 2.3.3 on MacOS 12.3.1. Tried a delete of the extention and reinstall - no change. Ran the command in terminal as above and things worked again.
/System/Library/Frameworks/CoreServices.framework/Frameworks/LaunchServices.framework/Support/lsregister -f -R /Applications/Safari.app
