My only thought is maybe you're still signed into the desktop app assuming you're using it? You mentioned you've signed out of Chrome. This might need some love from the team via support+forum@1password.com to locate the trouble. If you've checked and you're not using the desktop client you might want to reach out to use via the address above. It might require us to access account details and we do not have access to those in the community.
