Thanks for the questions! Reaching out to Apple Support is probably the best option when it comes to better understanding how certain iOS feature work but I can speak to how the feature can affect 1Password. I've done some testing and if you choose to hide a password manager like 1Password then Apple will prevent that password manager from showing suggestions when filling and saving logins using AutoFill in Safari and other apps.
If you just require Face ID for 1Password then you'll be prompted for Face ID to open the 1Password app (whether opening the main app or filling into another app using AutoFill) and then you'll be prompted to unlock 1Password according to your auto-lock settings.
The 1Password for Safari web extension won't be available when choosing either option.
