@NMLoki I cannot speak for 1Password and tell why it isn't implemented to also share documents attached to 1Passwortd items, only say that it's not implemented.
The storage that is provided by 1Password is the storage required to seamlessly share your items for you personally on all the devices you own. This storage makes every change you make on one device magically appear on all other devices where you are signed in to 1Password in an instant.
It's not designed for sharing arbitrary files to the world like one of the common file sharing providers. That's a different design.
If your documents are small, consider adding their content directly into the 1Password item. You can create as many custom fields as you like, structure these in sections, so presenting your information this way might even be better than just having an external document you need to open within an unsecure 3rd party app.
If file sharing is a main use case for 1Password for you, you will probably need to find a different service provider.
