We're sorry for the inconvenience this has caused. Our Development team have resolved this issue today in 1Password for Windows 8.10.45-2:
We’ve fixed an issue where 1Password could fail to start due to an issue reported by Windows' Device Guard.

If you installed 1Password yourself, and you can open it at least once, you can update through Settings: How to keep 1Password up to date.
If your company deploys 1Password to your workstation, your IT admin will need to deploy the new version: Deploy 1Password for Mac and Windows
If you installed 1Password yourself, but it won't open at all, you'll need to uninstall 1Password and reinstall it:
- How to uninstall 1Password (don't complete the "To remove your 1Password data" section!)
- Get the 1Password apps to reinstall it.
