I'm sorry for the delayed response!
You're right, when 1Password offers to update an existing item it will show items with URL's that match the page you are on.
Can you provide me with an example where you would want to update an item with a different URL? I'd love to gain a better understanding of the behaviour you are after.

Sometimes in a websites login flow the URL will switch between their main domain and some other user management provider (like Microsoft, workday, things like) or sub/domain (shop.example.com -> uam.example.com) and would redirect to some new page and sometimes return back to the original page once logged in, or continue under the new or different domain/url.
Specifically, I had an autofill rule for a *.icims.com item to only autofill on the specific subdomain, but when creating a passkey, it redirected out of the subdomain (to icims.com) and the item I wanted to add the passkey to was not available to select. So having the search would be helpful to associate the passkey to the correct item.
I think having the search would be useful for cases such as these, moreover there is no way to copy or move existing fields from one item to others (easily to my knowledge you have to copy the label then content over, but you can't copy a passkey: you would have to move all the original/existing/other content to the passkey's item). Which makes my interim solution of creating a new item to store the password/credential then "copy" it over tedious.
