I'm sorry that you're not seeing new items created using 1Password in the browser in the 1Password for Windows app. So that I can better understand the situation, the next time that you can't see the item in the 1Password for Windows app, can you tell me if you can see the new item when you log in to your 1Password account on 1Password.com (in the browser, not the app)?
And, if you manually lock and then unlock the 1Password app then do you see the new item appear in the app?

I have excatly the same issue, and I am using macOS, please check my thread, and what I can tell is, I can see the new item on 1password.com. But the item was synced to desktop app after like an hour.
