You didn't specify which version of 1Password you're using. Is this 1Password for Windows or 1Password X extension you're using?
1Password X will require you to unlock every time you close the last tab or window of your web browser because 1Password X is a self-contained browser extension, which is powered by the web browser. That means it cannot run once the browser closes.
