Is there any progress in this regard? Especially since V4 is almost out.

I'm sorry for any confusion, @mzel, but 1Password 4 (on any of the supported platforms) does not support creation of new item templates.
As we've stated in many other threads, that would require a massive simultaneous release of 1Password for Mac, PC, iOS, Android, and even Windows Phone, and we simply don't have the resources to do that, at this time. We never say "never," but I don't know of any plan to add custom templates.

v4 supports custom fields. Here are instructions how this feature is working on Mac. It will work almost identical on Windows.
This feature will allow you to delete (and add) fields from your items, hereby creating a custom item.

You will also be able to organize the fields (standard and custom) into custom sections in 1Password 4 for Windows.
