Usually when this is discussed its because:
One requires paying a full year, at one time, to get the savings.
The other is if you select a reoccurring monthly billing.
Another possibility could be tax's etc. however, I highly suspect it's the billing cycle. Try selecting a bill yearly and see if your rate per month changes? Sorry, if it is selected yearly or monthly the screenshot is a little hard to see on my end.

Without seeing the details, it's hard to say for certain which one it is. Is it possible that VAT is being applied to your order? It's hard to see with such a small screenshot, but I think you should see if that's the case if you look next to the German flag.
