I just installed the registry-fix and fixed the flickering issue for some apps. Also, I think the 1Password Windows desktop app works a little smoother. Maybe I'm wrong, but it feels much better.
We will certainly be keeping this fix in our playbooks for future cases like this.
I'm super glad to hear that applying the the Nvidia fix mentioned prior seems to put things back on the right track here. This one was certainly puzzling on a few fronts.

Nvidia is investigating in known flickering issues starting with driver version 461.09.
The first thing is that V-Sync should be set to its default value "Use the 3D application setting". I disabled this global setting because of enabling G-Sync.

Furthermore, there is a registry-fix which disables multiplane overlay. This feature causes applications to flicker when resizing them.
After updating to NVIDIA Game Ready Driver 461.09 or newer, some desktop apps may flicker or stutter when resizing the window on some PC configurations

Note that I haven't seen this repro since only allowing G-Sync for fullscreen apps
Good to know @kop48. It seems a little strange. After implementing the Nvidia fix it works for me too.
