Despite inline menu being deactivated it still pop on first site at Safari launch

I deactivated inline menu in 1P preferences ( see image attached )
but when I launch Safari, the opening page is an Apple site with a user ID and a password
and 1Password shows me the inline menu to click and enter the password
still some work to do with 7.7beta9
