Why use Windows pin code when locked?

It's a fact that Windows store passwords and pin-codes in memory and thus can be downloaded. So why is 1password using Windows pin-code when you "lock" the application? It doesn't make sense to me. Why not allow the users to set their own pin-code? Windows operating system is as weak as it can get when it comes to security..
