Resetting Safari with the "Remove all website data" option enabled deletes extension database

What does seem to be true is that "Resetting Safari" causes the "Welcome to 1Password Extensions" page to be loaded (again) the next time Safari launches. In particular, removing the ~Library/Safari/Databases/ 1Password Safari Extension database seems to trigger this behaviour. Is there any way to make this stop other than not resetting Safari? (1P Extension 3.9.9, 1P 3.8.20 from agile)

Ah yes Re Setting Safari will indeed cause the Welcome to 1Password prompt.
