Window Hello is not triggered

When 1Password pops up, it always asks me to input the password instead of using Windows Hello to verify my identity, no matter if this is not the first time I use it since I boot up my PC. I've enabled Windows Hello in 1password setting.

The same issue also happened on iOS, it failed to trigger Face ID sometimes.
