What are the minimum requirements for 1Password for Safari?

1Password for Safari isn't added to extension. With the 1Password for Safari update, I thought I could use it someday. However, it still cannot be used...
The other day I updated 1Password to ver 8. The ver 7 extension are gone, and when I launch 1Password for Safari and click the "Open Safari Preference" button, it doesn't work. Some of the troubleshooting I found here doesn't add 1Password for Safari.
I'm using Safari 13.1.3 on Catalina. There is a reason why Safari cannot be updated to ver 15. After updating Safari 15 in Catalina, I can't select the format (webarchive/html) when saving the page. This was verified by Apple's technical support and had the same result. Safari 15 doesn't go well with Catalina.
Can I use 1Password for Safari? It's very inconvenient.

1Password for Safari is a Safari Web Extension. Safari Web Extensions are available in macOS 11 or later as well as macOS 10.14.6 or 10.15.6 with Safari 14 installed.
Because of this, it isn't possible to use 1Password for Safari on Safari 13. Generally speaking, we'd recommend keeping your computer and software on it fully up to date, so if you're able to update to macOS 11 or macOS 12, that would be your best bet.
