1 Password installer demands access to download folder

As there is no 1password 8 in the Mac App Store I had to install it via the homepage with the zipped installer app. After I done this with two Ventura Macs without any request from the installer I was surprised that with the third Mac during installation access to the download folder was requested. Is this intended behaviour?
