why does 1password automatically download updates even though unchecked?

Install updates automatically is UNCHECKED.
yet every time I do a check for updates... from the 1 Password pull down menu in the app, if there is an update, it automatically downloads the update -- WHY? I don't want it to automatically download and install the updates since so many are buggy.. Why does it do it anyway????

For many years 1Password had proper updater. It informed the user about an update, showed the releasenotes and let the user choose to upgrade, postpone or ignore it. With 1PW8 we got a "restistance is futile" style updater. 1PW is replaced in the background without asking the user and you can only choose between restart now or later. Releasenotes are omitted. Another example of many usability regressions in 1PW8.

Hello @aceebee! 👋
We always recommend installing updates for 1Password as soon as possible since they contain important bug fixes, security patches, and general improvements. Be default, 1Password will check for updates periodically and we recommend that folks install the latest update as soon as possible.
If "Install updates automatically" is turned off then 1Password will not check for updates until you click "Check for updates" from the menu bar. If you'd like to review an update and see what it contains before checking for and installing an update then you can find our release notes here: 1Password for Mac Releases

Apart from the App Store pretty much every application on macOS uses an updater based on sparkle. 1PW did use this style of updater before you switched to the "hostile", information and choice lacking variant used in 1PW8. Sadly another one of the many usability regression in 1PW8.
Here is an example how the updater should look like.
