Syncing Passwords for Multiple PC Computers
We purchased a family license under the impression that we'd be able to add passwords to one computer and then have it reflected on the other computer as well without having to continuously sync it. I enabled the "Move to Dropbox" option in preferences on both computers, but I assume I'm missing a step after that as it's not syncing. I am also not able to find a 1password file in Dropbox when I search my Dropbox folder. Any idea what I'm missing?

You are correct, Dropbox syncing will allow you to make changes on one computer and have the change synced with your other computers. Please follow the instructions here to set up Dropbox sync:
