Why Can't Windows Version Sync with iCould if iCloud is Installed?

I am evaluating switching from Roboform Everywhere to 1Password. I use a Mac at home and Windows at my office. Since iCloud is installed on both OS's why can't the Windows version also use iCloud instead of Dropbox?

    Because Apple does not provide us with an iCloud SDK for Windows developers :(
