I'm having the same problem @brettlin‌ described. 1Password 1 for Windows chrome extension has the error indicator after every reboot. restarting the 1password helper fixes it until I reboot.

We'd love to help you fix this. Can you go through this list of suggestions and see if anything would help. One of these suggestions did help for people who reported the same issue as you did but we have seen a few where nothing helped.
