Why are rich icons only available in the beta version of 1Password 4 for Windows?

They're not. They should be available in the v4 release build too.
Which version of you using? Check Help > About to find out.0 -
@KeithWeisshar You can (re-)download your rich icons here: File > Download Icons...

@KeithWeisshar, you can find full details in the user's guide. A search for "icons" displayed two hits, including the description of the Logins tab, where you specify that you want rich icons downloaded automatically.
The File menu is described in the introduction to the main 1Password program.
