Pay to upgrade?

in 1Password 4 for Windows

I have been using 1Password for years and I even bought a license for my father. Why do I have to pay to upgrade when it says free?
That is not right!!!!
Please tell me this is a mistake.

    @rbryant3‌ If you have paid for the old version in 2013 or 2014, then the upgrade to version 4 is FREE. Simply enter your old license key into the version 4 product.

    Alternatively, you can download the old version and your license key will work.

    Just out of curiosity, where is the "free upgrade" information you're referring to? We want to make sure terms are very clear, so there are no surprises.
