point of pif

I have exported items from 1Password using the pif (interchange format) and successfully imported them so that is not a problem. However, the export process creates a folder with the .pif file inside (and some other stuff). My question is why do I have to navigate all the way to the pif file when importing into 1Password? Isn't this 1Passwords own format and shouldn't it just recognize the enclosing folder? I guess I don't see the point of the folder structure; only the pif file itself seems of use.
This is more of curiosity question and 1Password is on my mind at the moment.
