I read and understand the working with attachments article. My problem is I don't how to drag a file to the attachment section. I tried to copy and paste a document with no luck.

It's standard Windows drag-and-drop technique., @1treetop2.
In this video, I select the item to which I want to attach a file and then drag the file from the Windows desktop onto the Attachments field in the details area of the main 1Password window, as described in that user's guide article:
