I don't have the "sync" option under settings

I'd like to sync my iPhone with my 1Password on my Windows PC. The version of my 1Password on my PC is 1Password 4.1.0.530. It calls itself 1Password 3. (?) Anyway, I'd like to sync them, and they will not sync over my WiFi. Would love some help. Thanks in advance!

It shouldn't call itself 1Password 3. It uses the 3.x extensions, but the Help > About command correctly reports version 4.x, as you say.
