Time to Upgrade? Can't update, sync to dropbox or run diagnostics

That's pretty much the whole story in the subject line.

Can't update. have tried from primary and alternate. update file either can't be read, or the file won't download. i've gotten both errors.
Can't sync to dropbox. After restarts of dropbox, 1password and my computer, 1 password thinks dropbox isn't running, so it can't move the file. when i try to move manually, it won't let me select the file.
can't run diagnostics. the app stops responding. have tried multiple times, after restarts, etc.

running 3.8.18, build 31818

I love the program, so if need be, i'll upgrade and buy a new license.

    downloaded from DL page dragged new version to app folder. deleted prior from app folder, no app cleaners. then opened new version. all problems resolved. :D
