License reqs for multiple work users

I think I know the answer to this question but just want to be sure.

Scenario: I have 6 users in our HR Department who wish to use 1Password for Windows. The software, if purchased, would be installed on 6 Windows computers. Our recruiter is the primary user, but 5 others may occasionally use 1Password to obtain a password that their team uses on external HR-related web sites. Given the following statement: "Our software is licensed **per person ** and per platform, not per device", am I correct that we would need to buy 6 licenses?
