My Windows PC is running Windows 7 Home Premium and I have 1Password v.1.09.342. Can I upgrade to v.4?

Yes, it will run fine. Whether you have to pay depends on when you bought your license. I think that if you bought it 2013 or 2014 then it's a free upgrade.
