I'm sorry to hear you're having trouble submitting your order. Could you go to https://js.stripe.com/v2/ in your browser and send me a screenshot of what you see? If it's a warning from your browser about the site being insecure, the problem is with a certificate authority that is saved on your computer.
There are many people reporting this issue with sites across the Internet, and one of those sites is the one I linked above that we use to process credit card payments. Secure sites get certificates issued by certificate authorities declaring that the site is secure. The problem here would be that your browser thinks the certificate authority's own certificate has expired and is thus insecure. Here's a post from DigiCert explaining the problem in more detail and how you can fix it:

If that doesn't work for you, you could try checking out on our site using a different web browser or using the PayPal option instead of the credit card option. If you're able to fix the problem by following the steps I linked above, though, you'll be much better off and won't have to worry about having the same problem on other sites.

Thanks, @Don23. That is interesting, I've not seen the error look like that before, but I think it's the same error with not being able to access https://js.stripe.com. Since we use that for our credit card processing, not being able to access it would prevent your order from going through.
Could you try following the steps for Windows in this post by DigiCert? https://blog.digicert.com/expired-intermediate-certificate/

Hmm, I'm sorry for the trouble. I'm not familiar with the problem on Windows to be sure how to fix it, but others who have had the problem in IE have reported success using Google Chrome instead. Since this issue is completely unrelated to us specifically, it's hard to figure out where exactly the problem lies.
If you aren't able to use Chrome either, you can choose the PayPal option and they will offer their own credit card option, which should work fine.
