I have 1password Pro on iPhone syncing to icloud, I am looking to set up 1password on my PC and sync them together. Q1: does the pro license allow for this or do I have to buy another license? Q2: How do I set this up? Any help you can offer is appreciated.

@martzy - You will need to switch to Dropbox sync if you want to sync with 1Password on your Windows PC. Here are the user guides which explain how to do this -

You need to buy a 1Password for Windows license, however there is a trial mode so you can set it all up and make sure it works in the way you need before spending your money.
That said, you can't use iCloud to sync iOS to Windows. Apple in their infinite wisdom have decided to make this exceedingly difficult.
What you need to do is use Dropbox to sync the two together:
