MoveFile failed; code 5 error during upgrade [Windows permission issue, not 1Password issue]

Upgrading from 4.1.0.538 to 4.5.0.575
I was installing the latest upgrade for Windows and got this error code. After turning off my firewall, I attempted twice again. Now I cannot access 1Password from browser or Desktop!
Browser Chrome (latest), Windows 8.1 64-bit 8MB ram Dropbox sync

    @RockinRobin007 This is a permissions issue. Are you on a domain with policies, maybe?

    As Stefan mentioned, this isn't an issue caused by our code but rather Windows is preventing us from modifying your 1Password folder.

    What you can do is try uninstalling the program via Control Panel, which won't remove your data, only your program. Once you do that, go to your Program Files (x86) folder, move the 1Password 4 folder to your desktop and then proceed with installing 1Password again with the latest copy you downloaded from our site here: http://agilebits.com/downloads
