Secondly, danco and hawkmoth have pointed you in the right direction to download 1Password 4 for Mac, but I'm a bit confused by some of the information you provided, so I just want to ask for some clarification to make sure that 1Password 4 for Mac is actually what you're looking for.
Your post says you're running OS X 10.3, which would be Panther. I'm hoping you meant 10.10.3, Yosemite? If so, I'd recommend you update to 1Password 5, the current version which was made specifically for Yosemite and uses the same license file as version 4, so you wouldn't have to make a new purchase. It looks like you bought the 1Password 4 license from us in 2013, but it has since become a 1Password 4/5 license. I have resent your licenses to you for quick access.
Your post also says that you're using iCloud sync. iCloud sync requires the version of 1Password 5 from the Mac App Store. If you've ever bought that and you wanted to restore that version, you could do so from the Purchases tab of the App Store, rather than from our website.
