@DuyLe - 1Password is licensed per user, per platform. The “per user” part means 1Password is licensed to you and not a specific computer or device. This means you do not need to purchase again when you buy another computer. Your 1Password for Windows license can be shared with up to five family members at no extra cost. That’s six people in total, including you. You can read more about licensing here.

Just to expand on Laura's post, there are no hardware limits. You can use 1Password on any number of PCs you want and that applies to your family members as well as long as you're the ones using 1Password. That's what we meant by users, it's all about who is using 1Password, not where 1Password is installed.
