How do I restore my app to working condition?
I'm afraid I have something wrong that I've just read in this support page but wasn't aware of before. I used an app cleaner to delete 1 Password 4 plus its related files, and now every time I try to open clicking the icon in my menu bar I find a new (for me) window asking if I am a new user or have used it before, then it prompts me to tell it where my files are; all of which I didn't have to do before. I still have in the trash the files that the cleaner moved, but I'm not certain what to do with them. I think this is the case when one had better start from scratch, but I'd like to know your advice first.

Don't empty your trash! Your data most likely are to be found in there. I'm not the one to help you find the data, but the behavior you are seeing now in the application is because it isn't finding any data. Thats why users are strongly advised not to use app cleaners with 1Password. They tend to be too agressive and remove critical files, such as all your data.
I suspect someone will be along to offer some suggestions for how to sort through your trash to find your missing data. Does your app cleaner have an undo function? In any case, don't empty the trash until you hear from someone more knowledgeable than I am about this.

I'm sorry to hear your app cleaner did its job a little too well! As hawkmoth said, we advise customers not to use app cleaning utilities to delete 1Password (unless they really do want to remove all their 1Password data from the computer, of course). Fortunately, it sounds like you might still have all your 1Password data files in the Trash - if so, we can definitely help you to get that data back again!
To start, please take a look at this knowledgebase article to figure out which files in your Trash are for your 1Password data: Where does 1Password store its data?
If you find those files in the Trash, you can move them to the Desktop - or, while they're in the Trash, you might be able to right-click on each one and choose "Put Back", which (in theory) should put them back where they were located before getting deleted (I haven't fully tested that myself though, so if you try that, you might want to copy those files to the Desktop first).
Now, you don't necessarily need to restore all the files listed in that article. In fact, if you can find the Backups folder (and especially the most recent .1p4_zip backup file), that's all you really need to restore your data. You can use a backup file to restore your data when you open the 1Password app and select "I've used 1Password before". You can find more information on how to do that in this section of our user guide.
