At the moment, the CloudKit API that we use for iCloud sync in 1Password for Mac and iOS is only available on OS X and iOS platforms.
Apple has not made this available for Windows, therefore you can only use Dropbox or Wi-Fi sync to sync your data between Windows and iOS.
If you plan to use multiple vaults, than your only choice is Dropbox as Wi-Fi sync is limited to one vault.
