El Capitan OS X 10.11 DropBox and 1Password Syncing
DropBox doesn't work with el Capitan, Apple's latest OS and because we bought 1Password at AgileBits we can't switch to iCloud sync

Dropbox certainly does work with OS X El Capitan. If it didn't there would have been howls of protest on this forum from many users. :)
My first recommendation would be to upgrade to the latest version of 1P. For some reason you're not using the most current version (which is 5.3 if you bought from the Mac App Store and 5.3.2 if you bought direct from the AgileBits store). Aside from that, this knowledge base article may help you:

If you still have problems post again and when you do so please tell us what version of 1Password for iOS you are using. (I'm assuming you're trying to sync with an iOS device.)
