It's difficult to guess what might be the problem without knowing:

@steinerjames: And keep in mind that iCloud can only sync the primary vault. Please check out the troubleshooting guide, as it will help narrow down the issue, and let us know what you find. Thanks in advance! :)

Thanks for the feedback. I have now resolved the issue. It turned out I was not using the Mac App Store version of 1Password.

Hi @steinerjames,
I suspect that was Stephen_C's hunch as it caught many people out, especially when iCloud Drive and CloudKit were first released. If you're still running the AgileBits Store version of 1Password for Mac then Dropbox is a very good alternative to iCloud.
