I downloaded 1Passbook yesterday to my MAC Book Pro and still setting up. I need to use for my wifes
iMAC - can we share the license? Next I we both have iPADs and iPhones with latest IOS 9.0.2 - what do we need to do to extend 1Passbook to the IOS devices? Do I need to purchase another license(s)?

The first thing to make clear is that 1P for Mac and 1P for iOS are completely separate products. In other words, if you need 1P for iOS you have to download it. As you've seen from the part of the licence agreement I've quoted above 1Password is licensed per person and per platform, rather than per device.
1P for iOS is a free download from the App Store accessed from your iOS device—with an in-app purchase to enable pro features. If you make that in-app purchase on one iOS device you can enable the pro features without charge on any other iOS device that uses the same Apple ID.
Note that the App Store doesn't allow family sharing of the pro features so if you both want those you both have to make the in-app purchase to enable them (on the assumption you both use separate Apple IDs).
