sync to two different files
2 identical files are in my iCloud. iPhone and iPad is syncing to one, the mac to the other (verified through manage storage, and by adding and deleting data in 1password on the mac and on the iPad). do what?

Normally when there are two instances of 1Password data in iCloud it is the current data and the old data from people that used to use iCloud Sync in 1Password 4 (before iCloud Drive). 1Password doesn't get confused though as one can only be accessed via the CloudKit framework - the other is from the iCloud Drive migration.
If you want to clear the iCloud data this would be my personal preference on the steps.
- On both of your iOS devices launch 1Password and go to Settings > Sync > Sync Service > Disable Sync.
- On your Mac launch 1Password and use the menu option Help > Troubleshooting > Reset iCloud Data. This will safely delete the active iCloud sync container.
- Enter System Preferences > iCloud and delete the other entry for 1Password. This will delete the obsolete iCloud sync container.
- Re-enable iCloud Sync first on your Mac and then your iOS devices.
We should have a bug fixed in 1Password 5.4 for Mac but this sequence of steps avoids the issue anyway. After you restart iCloud Sync everywhere you should find only a single instance of 1Password data in iCloud. Let us know how you get along :smile:
