Sharing 1Password
I purchased 1 Password for my Mac from the App Store. My husband wants to be able to access the 1Password info that I've set up using his computer. Do I need to purchase 1 Password again for his computer? Once it's downloaded on his computer, can he access the data I've set up by putting in my master password?

I'm assuming from the fact that you're using iCloud sync that you're using the Mac App Store version of 1P5.4. If that's the case your husband can download from the Mac App Store without charge if either he uses the same Apple ID as you or you're both part of a family sharing arrangement (introduced under OS X Yosemite).
Once it's downloaded on his computer, can he access the data I've set up by putting in my master password
You will have to arrange to sync your 1P data to his computer in order to do that. If you're both using the same Apple ID you can use iCloud to do that - but iCloud won't sync between different Apple IDs. Thus if you do use different Apple IDs you're going to have to use Dropbox to sync your 1P data.
There's a separate issue you might want to consider if you don't want to sync all of your 1P data to your husband's machine, but only a selection of it. This excerpt from the user guide can help you with that:
