Data from old 1Password did not migrate

I followed the instructions for Version 3.7 or earlier (I have Version 3.6.5). Pressed sync but the new 1Password did not receive any data and does not appear to noticed that I tried to do anything. It is still going through the standard opening questions -Create new Vault, Import from Version 3?, etc. iPhone Version 9.1 I have WiFi
