Licenses are sold on a per platform (and per user) basis, which means that if you want 1Password on your iOS devices, that will require a separate license. Your Mac license and Windows license don't affect iOS. The iOS version is free to download and use in its basic version, but if you find you want or need the more advanced Pro features, you can activate them with an in-app purchase from your iOS device. That activation will work on all iOS devices that share the same Apple ID.

@whhzap: Indeed, 1Password for iOS Pro Features is a completely separate purchase. For instance, Mac apps simply won't run on iOS and vice versa. But the good news is that you can download and use the app for free before you decide if you want the extra features. I hope this helps! :)
