Can't delete iCloud vault

I have tried now for hours to reset all iCloud data - all solutions won't work.
https://support.1password.com/icloud-remove-data/mac.html >>> The menu point from this article doesn't show in my menu.
What can I do? If you look into the iCloud, there is nothing in there - completely empty. But if I just check with an iOS device if there is really nothing, it always finds something an asks me after a password I don't know... nor do I I know the password help.

    If the menu doesn't show up in 1Password, it's because you have the AgileBits Store version of the app installed, rather than the Mac App Store version. You can find out the difference between the versions in this knowledge base article.

    If you can't access the app on your iOS device because the password is incorrect, you'll need to start over on that device and then remove the iCloud data there. Since you're using the AgileBits Store version of the app on your computer, you may want to switch to Dropbox or WiFi sync to keep your data consistent across devices.
