Hi I am still confused about sharing.
I have 1password on my mac laptop & the app on my iPhone
I need to share all the passwords with my wife. she has an ipad - does she need to download the app? use the same password?or some other way of syncing

Yes, she needs to have 1P for iOS on her iPad: that's the basic position from which to start. I think once she's done that you'll find this excerpt from the user guide helpful:
Syncing
In essence, though, you could sync your 1P data to her iPad and give her your master password to unlock that data on her iPad. If you both use different Apple IDs you won't be able to use iCloud to sync—because Apple doesn't allow sync between different Apple IDs. If you use wifi (both on the same wifi network) you'll be able to sync from your Mac (but not your phone) to her iPad. Dropbox will probably afford you greatest flexibility of the three sync options.

Hey @chris_photo! The simplest way to share things between you and your wife would likely be syncing, as Stephen mentioned above. Since you're looking to share all your passwords with her, which is essentially your entire vault, you'll either want to sync it with the same service you're using, or switch to Dropbox and share your vault with her through there.
she has an ipad - does she need to download the app?
Yes, she does need to download the iOS app in order to view and use your passwords. Once she does, she can add the data that you've shared with her.
Lastly, you mentioned that you're using iCloud to sync at the moment. If you want to share your vault with your wife in iCloud, you'll just need to sign in with the same Apple ID on her devices. That may not be preferable, so there's always Dropbox. :)
