Hi...I use a Windows 10 pc at home and an iPad on the move....
I use a Windows 10 pc at home and a iPad at other times.
I guess I would need 2 licenses...1 for each.
Would I then use the same login password for these devices when using 1Password ?

1Password for iOS is free for basic functionality. There are a number of Pro Features that can be purchased through a single in-app purchase. To learn more, please have a look at the Pro Features FAQ in our knowledgebase.
You can sync your 1Password data between your Windows PC and your iPad using Dropbox and we have set up guides here -
