Cannot use 1Password browser extentions on IE 11

Computer Information:
Windows 7 Ultimate N SP1
Internet Explorer: 11.0.9600.18230
64-bit Operating System
Installed memory (RAM): 16.0 GB (15.9 GB usable)
1Password for Windows - Version 4.6.0.604
Norton Security Suite version: 22.6.0.142

Problem Description:

Used to work several versions ago on IE. Now I cannot find or enable it even when enabled on 1Pasword:
Under 1Password Preferences -Browsers:
(checkbox is checked) Microsoft Internet Explorer 11.0.9600.18230
I have installed many updates automatically when program requests an update. Also if notified to update extensions.

Looking at managed add-ons within IE, I do see that it is enabled under AgileBits Inc. 32-bit and 64-bit, however there is a second area that it says Not Available and 1 Password is in that area too. Looking at More Information on this plugin (just tried enabling it) says:

I have followed your steps and validated that everything below is correct:
If the 1Password button is not showing up at all under Customize Toolbar, make sure that third-party add-ons are permitted in Internet Explorer and that the 1Password add-on is installed and enabled.

    Thanks for writing in.

    It looks like the Internet Explorer add-on has been disabled inside Internet Explorer for some reason.
    Here's what you should try:

    1. Close Internet Explorer
    2. Open the 1Password preferences.
    3. Navigate to the Browsers tab (where you've been before).
    4. Deselect the checkmark for Internet Explorer.
    5. Confirm your setting by clicking 'OK'.
    6. Reopen the Browser preferences in 1Password.
    7. Select the checkmark for Internet Explorer again and confirm.
    8. Open Internet Explorer again.

    Do you now see the 1Password Internet Explorer add-on icon in the command bar again?
